ENG (Aids to Navigation Engineering and Sustainability)

The Committee work is organised according to 4 Technical Domains, as follows.

Technical domain No. 1 – Light and vision physics
Work item examples:

  • Visual perception
  • Conspicuity and the effectiveness of visual signalling
  • Background lighting effects and mitigation
  • Colours in visual signalling
  • Range and performance of visual AtoN

Technical domain No. 2 – AtoN design and maintenance
Work item examples:

  • Buoy and beacon engineering and performance, including power systems, harmonising and interfacing of equipment and systems, and remote monitoring and control
  • Maintenance strategy and techniques
  • Extreme environment AtoN engineering
  • Safety of personnel
  • Data populating for S-100

Technical domain No. 3 – Global capacity building and training
Work item examples:

  • Standards for training and certification of AtoN personnel
  • Support for the WWA, including developing and coordinating model courses for AtoN and e-Navigation

Technical domain No. 4 – Civil engineering and environment
Work item examples:

  • Maintenance of AtoN structures
  • Protection of the maritime environment
  • Supervision of the Heritage Forum

 

ENG WORKING GROUPS TERMS OF REFERENCE

1.       Introduction

The AtoN Engineering & Sustainability Committee (ENG) is structured into two Working Groups to deliver the 2014 – 2018 work plan. They are:

  • WG1 – Light & Vision Physics
  • WG2 – Technical Knowledge and Sustainability.

ENG also supervises the Heritage Forum and recognises that some delegates will have an interest and input in more than one of the above areas.

2.       Terms of Reference for the ENG Light & Vision Physics Working Group (WG1)

2.1.            Introduction

Visual AtoN remain an essential element of safe and efficient maritime navigation. While the range of visual AtoN has reduced with the increasing use of electronic navigation systems, the need for short range AtoN, good spatial awareness, efficiency and cost effectiveness of visual AtoN service provision has increased.

2.2.            Scope

The review, update and development of IALA documents and knowledge transfer that supports the ENG Committee Work Programme 2014 – 2018 and IALA strategy. The support of technical workshops.

2.3.            Topics and activities

  • Visual perception & marine signalling
  • Range and colour
  • Light and vision physics
  • Buoys visual aspects
  • Beacons & day marks
  • S-100 registry support
  • Document review & production
  • IALA Wiki development and use
  • Identification and delivery of potential Standards
  • Navguide updates
  • Technical updates.

2.4.            Deliverables

  • Appropriate draft Standards, Recommendations, Guidelines, Manuals and Model Courses, to fulfil the tasks assigned to the Working Group in the Committee Work Programme
  • Information and relevant subtasks requested from other Working Groups within the Committee for them to fulfil their tasks
  • Draft liaison notes etc. as appropriate
  • Support for the technical workshops.

3.       Terms of Reference for the ENG Technical Knowledge and Sustainability Working Group (WG2)

3.1.            Introduction

Effective technical management with attention to standards, quality control, information sharing and training are essential elements of AtoN service provision to support efficient and environmentally friendly marine navigation.

3.2.            Scope

The review, update and development of IALA documents and knowledge transfer that support the ENG Committee Work Programme 2014 – 2018 and IALA strategy. The support and delivery of technical workshops. Provide a forum for knowledge sharing on Asset Management of Heritage Lighthouses & Estates.

3.3.            Topics and activities

  • Sustainability and environmental responsibility
