Present definition is very specific and only suitable for VTS:

Competent Authority
VTS-2012-8

The authority made responsible, in whole or in part, by the Government for safety, including environmental safety, and efficiency of vessel traffic and the protection of the environment.

I suggest to rename this definition to be titled “Competent Authority (VTS)”, and introduce a new more generic definition titled “Competent Authority” as follows:

Competent Authority

The authority made responsible, in whole or in part, by the Government for a given domain. 

Examples:

Competent authority for marine aids to navigation:
The authority made responsible, in whole or in part, by the Government for a marine aids to navigation. 

Competent authority for vessel traffic services:
The authority made responsible, in whole or in part, by the Government for vessel traffic services.
