Opening session with welcome, overview of the tasks for WG3, expectations for the week, and introduction to the IALA tools.

Since this is immediately after the opening plenary for VTS55 we will likely work in a coffee break at sometime.  It may be that we move to the room (for those onsite) and then have a break.

For those online, this may mean that we actually get to the session at 1020 or 1030 UTC.
